It’s about finalizing all technical details so that contractors can price, procure, and construct accurately, while also ensuring the work complies with building regulations and performance requirements. Feasibility studies are done earlier to establish viability, and Strategic Definition corresponds to the initial stage; the actual construction and inspection work occur in later stages, not at Stage 4.
